A. RESPONSIBILITY

The Cemetery is not responsible for any theft or damage to grave stones, monuments, urns, benches, flowers, or ornaments which may occur through accident, vandalism, weather or any other circumstances.

B. GENERAL POLICY

1. The responsibility and authority for interpreting and enforcing all rules and regulations rests with the Board of Directors and management of the cemetery.

2. Anything, whether stated specifically or not, which, in the opinion of the management, could pose a hazard to the crew or to the public, is a maintenance problem, or is contrary to community standards will be removed by cemetery staff without notice as cemetery scheduling permits.

3. There are items of historical significance currently on the grounds which enhance the cemetery. These items may remain even though they do not strictly follow current policies. The responsibility for interpreting these standards rests with the Board of Directors and the management of the cemetery.

4. Different sections and types of markers have specific decoration requirement details. Be sure to refer to the policies for the section in question as well as the general policies and definitions for the entire cemetery.

5. "Lot owners or anyone are prohibited from placing on lots or graves any toys, cases, boxes, shells, cans, pots, jugs, bottles, or bric-brac of any description" (Garland Brook Rules adopted May 24, 1949).

Only those decorations specifically allowed by the cemetery will remain. The crew cleans the cemetery continually as the burial schedule permits.

Examples of items which will be removed include :

bulletArtificial flowers stuck directly into the ground
bulletWindblown, loose, out of season, deteriorated, or weathered flowers
bulletWicker baskets, or flower containers of glass, household plastic, or metal
bulletToys, ornaments, ceramics, angels, candle rings, and garlands
bulletItems taped, glued, wired, or attached to crypts, markers, and monuments except permanent emblems and photos as stated in Section VII "Markers and Memorials"
bulletFigurines which are not designed as a part of a two or more piece monument as described in Section VII "Markers and Memorials and part C of this section, whether they are on a monument, a base, foundation, concrete, urn, or grass
Styrofoam and plastic novelty items (such as "MOM" "DAD"), whether stuck into the ground, in a vase, hanging from something, or stuck to a marker.
Seasonal items except during stated "Holiday Exceptions" . Please do not be early or late. See part D.
Crosses, wreaths, and other items sticking into the ground, a vase or urn, or suspended from markers, eternal lights, and crypt fronts that are not specifically allowed
Food of any sort, tobacco, alcohol, drugs, and their containers

6. There will be no enclosure plantings or flower beds on top of grave spaces in any part of the cemetery. Flowers, ground covers, and shrubs are never planted in the ground except in designated garden areas. Please ask for information on trees and shrubs.

C. DEFINITIONS

1. A "lawn basket" is a traditional wire and metal container on legs, usually lined with moss specifically made to grow live flowers. It is not a wicker, string, plastic, or wood basket which might be found in a home.

2. A "vase" is a small flower container intended to hold fresh cut or artificial flowers. These need to be made of granite, marble, or heavy metal manufactured for cemetery use. As used in the cemetery, these vases need to be professionally and permanently attached to a monument or granite or concrete base. Plastic or glass vases made for home uses are not suitable for the cemetery and will be removed.

3. An "urn" is larger than a vase and is usually made of concrete or other heavy material. It is traditionally used to grow live flowers. Light weight plastic urns sold for home use are not suitable for the cemetery.

4. A "monument saddle" is a traditional arrangement of flowers made to be clamped on top of a two piece monument. Monument saddles are not designed to clamp onto slant or bevel markers. Other items wired or glued on top of any type of marker are not monument saddles and are not allowed in the cemetery.

5. A "shepherd hook" is a heavy metal post of any shape usually intended to hold a pot of flowers. It may have multiple hanger arms. For safety, a shepherd hook must be placed next to the appropriate marker and hang out of the way of the mowers and crew.

Overloaded, bending, or leaning hooks will be removed. A flag pole, a banner standard, or a yard flag is not a shepherd hook and will be removed.

Shepherd hooks are not used in the Infant Section, the Memorial Gardens, or the Veteran’s Areas.

After Feb. 17, 2002, all shepherd hooks of any type, size, or shape will not be allowed for any purpose in any part of the cemetery.

6. An "eternal light" is specifically designed for cemetery use. It emits a steady light and is no taller than a standard vase. It is not a landscaping light or a household candle. Extra decorations such as flowers, wreaths, windchimes, are not allowed to hang on the lights They are not used in Garland Brook’s Veteran’s sections. At this time they are allowed in other sections of the cemetery.

Unfortunately, these lights attract vandals. Families who use them assume all responsibility for damage to the lights, nearby graves and markers.

7. The "memorialization location" is that area of each grave designated by the cemetery for the marker and any other allowable memorialization items such as flower urns.

8. The "standard vase location" is traditionally the end of the base of a monument extending past the tablet. Some markers may be designed so that a different location is appropriate for a vase.

9. A "bevel" marker is a one-piece, triangular, granite, grave marker usually about 8" high in the back. It is sometimes referred to as "footstone shaped" or a "hickey" marker. It is not suitable for statuary or a "monument saddle". Permanent vases with a specially designed wedge may be professionally attached to a bevel marker.

10. A "slant" marker is similar to a bevel but is usually 16" high. It is not suitable for a permanent vase, statuary, or a "monument saddle".

11. A "monument" is a grave marker made of two or more pieces. It traditionally has a flat granite base, a tablet, plinths, and other parts. It can be designed to be suitable for permanent vases, statuary, a monument saddle or flower containers.

12. A "temporary marker" is provided by the funeral home at the time of the funeral. This small metal marker is intended to mark the grave only until the family has an opportunity to install a permanent grave marker. The cemetery allows these temporarily, but is not responsible for their care or replacement.

13. "Garden Footstones" on the ground, on a marker or on a rack are not statuary, a marker or an accessory and are not used in Garland Brook"

14. "Statuary" as used in the cemetery is planned as a part of the monument and is professionally installed. It is made of a monument material (marble, granite, or bronze) and is a permanent and integral part of the monument. It is in proportion to the size of the monument. Added figurines, either loose or glued, of household materials such as plastic, concrete, glass, composite or wood are not "statuary" and are not allowed.

15. "Accessories" used as an accent in flower arrangements must be smaller than the flowers (about 5") and a part of the flower design. These accessories do not include large statues, toys or other items. Helium balloons may be a temporary part of a flower design until they deflate.

D. EXCEPTIONS

The cemetery provides for families to celebrate holidays by placing extra decorations on graves. Please follow the holiday times listed below. Do not decorate early or fail to retrieve items. Extra holiday decorations will be removed except during stated holiday exceptions. Only decorations commonly perceived as pertinent to the specific holiday are covered by these exceptions. Other extra decorations are not included and will be removed.

1. VALENTINE’S DAY EXCEPTION:

Friday before until three days after Valentine’s Day:
Decorations pertinent to Valentine’s Day, hearts & wreaths welcome.
Remove holiday decorations by February 17.

2. EASTER EXCEPTION:

Palm Sunday until 3 days after Easter:
Decorations pertinent to Easter, such as crosses and flowers are welcome.
Remove all holiday decorations by the Wednesday after Easter.

3. MOTHER’S DAY EXCEPTION:

Friday before until three days after Mother’s Day:
Decorations pertinent to Mother’s Day are welcome.
Remove all holiday decorations by the Wednesday after Mother’s Day

4. MEMORIAL DAY EXCEPTION:

Friday before until one week after Memorial Day.
Decorations pertinent to Memorial Day are welcome.
All flags in the ground, both cemetery and personal, are picked up the DAY after Memorial Day.
Remove other decorations by the Sunday after Memorial Day.

5. FATHER’S DAY EXCEPTION:

Friday before until 3 days after Father’s Day:
Decorations pertinent to Father’s Day are welcome.
Remove all holiday decorations by the Wednesday after Father’s Day.

6.INDEPENDENCE DAY EXCEPTION:

Friday before until 3 days after July 4:
Decorations pertinent to Independence Day are welcome.
Remove holiday decorations by July 7.

7. LABOR DAY EXCEPTIONS

Friday before until 3 days after Labor Day:
Decorations pertinent to Labor Day are welcome.
Remove all holiday decorations by 3 days after Labor Day

8. HALLOWEEN EXCEPTION:

Friday before, until 3 days after Halloween :
Decorations pertinent to Halloween are welcome.
Remove holiday decorations by Nov. 3.

8. THANKSGIVING EXCEPTION:

Friday before until three days after Thanksgiving:
Decorations pertinent to Thanksgiving are welcome.
Remove holiday decorations by the Sunday after Thanksgiving.

9. CHRISTMAS EXCEPTION:

Thanksgiving Day until February 17:
Decorations pertinent to Christmas including Santas, angels, toys, trees, greenery, grave blankets, and garlands are welcome.
Remove all holiday decorations (for example: angels, toys, trees, Santas, garlands, wreaths on stands or on the ground, and other decorations) by February 17.

10. OTHER EXCEPTIONS:

Families with cultural backgrounds which celebrate other holidays or families wishing to celebrate a special day such as a birthday or anniversary may place extra decorations on the graves for those holidays. Other extra decorations are not included and will be removed. These decorations must be tagged by the office so that our crew knows to let those specific decorations remain. These tagged items may remain for three days after the stated holiday. Untagged items or those remaining past three days will be removed.

E. SPECIAL DONATIONS

1. Persons donating granite benches for use in public areas of the cemetery may reserve the privilege of planting and caring for flowers in that dedicated public landscape area. Only live, planted flowers are used in these little gardens. Plantings not maintained by the families will be removed. They may also set one container of flowers under the seat of that bench. No other accessories or decorations are used.

2. Persons donating trees to the cemetery through the memorial tree program may reserve the privilege of planting and caring for flowers in that dedicated public landscape area and decorating the tree. Only live, planted flowers are used in these little gardens. Plantings not maintained by the families will be removed. Any damage resulting from decorating the tree is the responsibility of the family. Holiday tree decorations are to be removed at the same time as other holiday decorations.

3. Persons owning spaces near trees or planting a tree on a space on their family lot may hang a bird accessory in the tree only if the item or any potential bird droppings will not interfere with mowing, maintenance, or another person’s lots.

4. Any item which does not meet these standards or is deteriorated, unattended, unused, or unsightly will be removed and discarded without notice.

F. TRADITIONAL SECTIONS.

1. One vase, urn, pot, or lawn basket as defined in part C is allowed on the ground for each grave space. Any flower container should be made of the materials described in part C and adjoin or be in line with the marker . Any urn should be of a size and material to be compatible with nearby markers. To ease mowing and help prevent damage, the cemetery reserves the right to move, without notice, any urn or pot to the end of the marker or an appropriate location on the lot. This work is done as cemetery scheduling permits.

2. A one piece slant or bevel marker may have two vases installed on a concrete foundation in place of one urn on the ground.

3. A two or more piece monument may have flower containers permanently installed on the granite base as a part of monument.

4. If the family prefers, containers of clay or similar, heavy material may be used on the base of the monument for the growing season. These temporary containers must be set in the "vase" location instead of a permanent vase. They should be removed when the plants become shabby. Plastic pots used in plant nurseries do not meet these standards.

5. One eternal light per marker or unmarked grave is permitted. Allowable eternal lights are designed for cemetery use and are defined in part C. Do not attach extra items to eternal lights.

Families who use eternal lights are reminded that these lights attract vandals and that the family assumes all responsibility for any theft, breakage, or damage to the lights and nearby graves and markers.

6. One shepherd hook as defined in part C is allowed per marker or unmarked grave until Feb 17, 2002.

7. One traditional monument saddle as defined in part C is allowed on each monument. Monument saddles are not allowed on slants or bevels.

8. All extra decorations, out of season or faded flowers, and unused vases and urns will be removed without notice.

9. The cemetery provides for families to celebrate holidays by placing extra decorations pertinent to the specific holiday. Please refer to part D to clarify holiday exceptions.

G. MAUSOLEUM

1. Well kept flowers are always permitted in the ground vases or crypt front bronze vases installed by the cemetery. Ground vases are no longer installed at the mausoleum.

2. Extra items may not be taped, stuck, or wired to crypt fronts or left on the carpet, features, or sidewalk.

3. Flowers should not extend in front of someone else’s crypt.

4. Families owning crypts inside the chapel may put one item on the tables provided by the cemetery. There is space for only one item per family. Items should be labeled and dated.

5. All extra decorations, out of season or faded flowers, and unused vases will be removed. Decorations left anywhere except on the designated tables or cemetery installed vases will be removed.

6. The cemetery provides for families to celebrate holidays by placing extra decorations pertinent to the specific holiday. Please refer to part D to clarify holiday exceptions.

7. Families should check with the office about the availability of bench-garden landscape areas.

H. MEMORY GARDENS

1. Well kept flowers are always permitted in the bronze marker vase.

2. If the family prefers, or if there is no permanent vase, a container of clay or similar heavy material may be used for the growing season. This pot should be no taller than the neighboring bronze vases and set on the turned down vase or in the "vase" location. Only one vase or pot is allowed per marker unless the marker is designed with two vases. These temporary pots should be removed when the plants become shabby. Plastic pots used in nurseries do not meet these standards.

3. One eternal light, as defined in part C, per marker or unmarked grave is allowed.

Families who use eternal lights are reminded that these lights attract vandals and that the family assumes all responsibility for any theft, breakage, or damage to the lights, nearby graves and markers.

4. Large urns, toys, ornaments, ceramics, candle rings, wreaths, plastic vases, styrofoam novelties and shepherd hooks are not used in the Memorial Gardens.

5. All extra decorations, out of season or faded flowers, and unused pots will be removed without notice. Unused vases will be turned down.

6. Please refer to part D to clarify holiday exceptions.

I. INFANT SECTION 68

1. One permanent vase, urn, or pot is allowed per grave space. If a temporary urn is to be used for the growing season, the permanent urn should be turned down or removed. Only one flower container of any type is allowed per grave.

2. Well kept flowers are always permitted in approved bronze or other permanent vases or concrete urns which are no taller than the neighboring bronze vases. Permanent vases and urns should be installed directly on the marker, or on granite or concrete bases installed at the end of the marker. Granite bases are available from the cemetery office and monument dealers.

3. If the family prefers, or if there is no permanent vase or urn, one container of clay or similar, heavy material may be used for the growing season. This pot should be no taller than the neighboring bronze vases. It must be set on the marker itself or on a concrete or granite slab in the standard marker location. These temporary pots should be removed when the plants become shabby. Plastic pots used in plant nurseries do not meet these standards.

4. One eternal light per marker or unmarked grave is allowed. Allowable eternal lights are specifically designed for cemetery use and are defined in part C of this section.

Families who use eternal lights are reminded that these lights attract vandals and that the family assumes all responsibility for any theft, breakage, or damage to the lights, nearby graves and markers.

5. Large urns, toys, ornaments, ceramics, candle rings, wreaths, garland, plastic vases, styrofoam novelties, and shepherd hooks are never used in this section.

6. All extra decorations, out of season or faded flowers, unused vases or urns will be removed without notice.

7. The cemetery provides for families to celebrate holidays by placing extra decorations pertinent to the specific holiday. Please refer to part D to clarify holiday exceptions.

J. CREMORIAL UNITS IN CHRISTUS

1. Each unit is allowed one Holland vase without concrete or one pot of flowers defined in section H#2.

2. No other decorations, hooks saddles, novelties, eternal lights or wreaths are used.

K. GARDEN CREMATION BENCHES

1. Each bench is allowed one pot of flowers see section H #2.

2. No other decorations, hooks, saddles, novelties, eternal lights or wreaths are used.

3. Families may request the privilege of planting and caring for flowers in the public area surrounding the cremation bench. See section E #1.

L. VETERANS’ SECTION 35

1. If a family prefers artificial or cut flowers, permanent vases or urns of gray, silver, or white no taller than the marker tablet (12") may be installed on each side of the granite veteran or spouse marker on the concrete runner.

2. If the family prefers, or if there is no permanent vase, containers of clay or a similar, heavy material may be used for the growing season. These pots should be no taller than 12" and set on the concrete strip. These pots should be removed when the plants become shabby. Plant nursery plastic pots do not meet these standards.

3. Existing, non-conforming or out of position urns may remain temporarily. The cemetery will move them to a more standard location at the cemetery’s convenience. No new, non-conforming urns or vases may be installed.

4. To preserve the dignity of the Veteran’s Section, no extra ornamentation (including shepherd hooks, saddles, candle rings, wreaths, styrofoam novelties, garlands, or eternal lights) is used in this area.

5. All extra decorations, out of season or faded flowers, unused vases and urns will be removed without notice.

6. Please refer to part D to clarify holiday exceptions.

M. VETERANS’ SECTION 82

1. If a family prefers artificial or cut flowers, permanent vases of gray, silver, or white, no taller than the marker tablet, may be installed on the granite base on each side of the granite veteran marker or spouse marker.

2. If the family prefers, or if there is no permanent vase, containers of clay or similar, heavy material may be used for the growing season. These pots should be no taller than the marker tablet (12") and must set on the granite base of the marker. These temporary pots should be removed when the plants become shabby. Plastic pots used in plant nurseries do not meet these standards.

3. No urns or vases are installed on the ground.

4. To preserve the dignity of the Veteran’s Sections, no extra ornamentation (including large urns, shepherd hooks, saddles, candle rings, wreaths, styrofoam novelties, garlands, or eternal lights) is used in this area.

5. All extra decorations, pots placed on the grass, out of season or faded flowers, unused vases and urns will be removed without notice.

6. Please refer to part D to clarify holiday exceptions.
